Enable cart total predefined upsells per locale

AU and NZ have different free shipping thresholds, so upsell triggers need to be locale-specific

Use vector similarity to update 'complete the look' logic

Explore if this manual process some sites use to determine complete the look items, can be replaced using Vector similarity. Ideally it means that we can present upsell items to customers based on what is actually in the image as a styling upsell
