Case top-up upsell: prompt shoppers to fill a full case

We'd like an upsell that nudges shoppers to fill a full case of wine. When someone has part of a case in their cart, they'd see a message like "Add 6 more bottles to your order at no extra freight cost!"
To do this, the upsell criteria builder would need:
- Quantity in cart as a criteria option, with more than / less than rules (e.g. more than 6 and less than 12)
- Case price is set as a criteria option, so only items sold by the case are counted
- A dynamic bottle count in the message that works out how many more bottles are needed for the next case
- Support for multiple cases, not just the first (e.g. 18 to 23 bottles prompts a top-up to 24)
- Editable message wording
This would help lift order value and make the most of freight costs on every order.
