Add a priority to searchandising campaigns

Problem:
It's not always obvious why one campaign is applied over another campaign in searchandising if there's similar search terms set up with different campaigns.
Solution:
- Increase the visibility in the module to help with troubleshooting when this happens - can we show some sort of summary where campaigns are overlapped so it's clear what actions can be taken?
- Allow a way to set/override a priority order in the Searchandising module so you can choose which campaign is set ahead of others
- Allow having multiple campaigns for the same search/category with different start dates.
